The 17th COTA conference International Conference of Transportation Professionals (CICTP2017) will be held during July 7-9, 2017, in Shanghai, China, jointly organized by Tongji University and Chinese Overseas Transportation Association (COTA). CICTP 2017 will address new challenges emerging from the comprehensive transportation reform and change.
The conference will host a series of technical sessions, plenary sessions, and ten featured forums, including the Dean Summit, World Bank Forum, Meet the Journal Editors-in-Chief, etc.
As the hosts and organizer of CICTP 2017, Tongji and COTA invite submissions of both research and practical articles. The best-paper awards and other professional awards will be granted to the authors of excellent papers or institutes / enterprises which have made outstanding contributions to the development of transportation systems.

Dear CICTP2017 Contributing Authors:
This message serves as a general response to inquiries on the publication status of the CICTP2017 conference proceedings.
In 2017, ASCE (American Society of Civil Engineers) unilaterally elongated publication check from 3 months to 4 months before they officially publish proceedings. Given such change, COTA agreed to change the option of USB drives that can be distributed during the conference registration to an online download link, at same price, and hoped that the time saving from producing USB drives can compensate the increase of publication check. Unfortunately, publication check was not done before the conference and the reasons from ASCE are (1) ASCE received more proceeding publication requests in 2017 and their Publication Department is short of manpower to handle the publication check in time; (2) CICTP2017 contains 530 papers that is much higher than a usual up limit of 450 papers, although there is no paper number limit denoted in the agreement between ASCE and CICTP2017; and (3) Some paper authors did not pay the publication fee on time.
One policy that ASCE representative did not convey to COTA is that ASCE Publication Department treats pre- and post-conference publications differently. They give priority to pre-conference publications and postpone post-conference publications, i.e. CICTP2017 proceedings lost the priority once it could not be published before the conference.
COTA has been negotiating with ASCE in last several weeks on resolving the issue. ASCE agreed to issue official letter of acceptance of the paper to the authors who need to obtain the approval of publication. The letter will be addressed with ASCE’s letterhead, confirming that the paper will be included in ASCE’s conference proceedings of CICTP2017 and are scheduled for upcoming release. The authors who need the letter can provide the following information to CICTP2017 organizing committee chair, Dr. Haizhong Wang at Haizhong.Wang@oregonstate.edu.
- The paper ID and title.
- The list of all authors (First and Last names, role of primary author or coauthor) and the corresponding author’s contact information (email);
Regarding EI Index, here is the response from ASCE:
“ASCE provides all journal articles and proceedings papers to the EI Compendex database publisher, Elsevier. ASCE has an online account setup to transmit papers to Elsevier upon publishing. Beyond sending the data to EI, ASCE has no control at all over whether or when it will be included in the database. EI then decides which they choose to include in the database. Importantly, while EI includes some ASCE proceedings in its database, it does not include all; furthermore, their timing for adding content to the database is unpredictable.”
In previous years, CICTP proceedings appear in EI Compendex Database about 6 months after they are published in ASCE database.
We are sorry for the delay of the publication of CICTP2017 proceedings and we assure you that we are working closely with ASCE and push the publication of CICTP2017 proceedings to November 2017.
We have learned the new changes at ASCE this year and have set an earlier paper submission and production schedule with ASCE, which will ensure the timely publication of CICTP 2018 proceedings.
