1996
- NACOTA Founded & 1st BOD Elected

NACOTA First President: Dr. Bin RanNACOTA (North America Chinese Overseas Transportation Association) was established via an inauguration meeting held during the TRB Annual Meeting at Washington Hilton Hotel.
At the inauguration meeting, NACOTA By Law was passed and the first term of NACOTA board of directors were elected. They included: Bin Ran, Jun Wang, Kang-Zhi Liang, Jian (John)Lu, Xiaoduan Sun, Weibin Zhang, Yu-Fang Zhang, and Ping Yi. Dr. Bin Ran was elected NACOTA first President by the BOD.
1997

NACOTA held first annual membership meeting during the TRB Annual Meeting.
NACOTA BOD was invited to a dinner hosted by ITE executive director and several leadership members in Washington, DC. Cooperation between NACOTA and ITE was discussed at the dinner.
NACOTA held a technical seminar on highway development in Washington DC to a Chinese official delegation led by the Ministry of Communications of China.
1998

NACOTA President Mr. Jun Wang and Vice President Mr. Weibin ZhangNACOTA held first annual technical symposium along with its annual membership meeting during the TRB Annual Meeting.
NACOTA entered its second term of BODs. 2nd BOD include: Jun Wang, Jian (John) Lu, Xiaoduan Sun, Lei Xu, Zhuo Yu, Xiangli Xie. Jason Wang was elected as the NACOTA president. Weibin Zhang was elected as vice president.
First issue of NACOTA Newsletter was published as a quarterly publication.
1999

NACOTA cooperated with WCTA jointly held first annual technical symposium during TRB annual meeting. International speakers were invited and made presentations to the symposium from mainland China, Taiwan and Hongkong.
NACOTA began to receive sponsorships for its activities from U.S. corporations including TransSamart Technologies, Parsons Transportation Group and BooZ-Allen and Hamilton Inc., etc.

NACOTA elected its third BODs. 3nd BOD include: Jian (John) Lu, Lei Yu, Jun Wang, Wei Sun, Peng Yue, Qi Liu, Guoxing Liu, Hualiang Teng. Jian (John) Lu was elected as the NACOTA president. Lei Yu was elected as vice president.
NACOTA launched organization website with domain name "www.nacota.org"

2001
- 4th NACOTA Annual Technical Symposium & Annual Meeting

NACOTA held 4th annual technical symposium along with its annual membership meeting during the TRB Annual Meeting.
The change of NACOTA Board took place during NACOTA’s Annual Conference, Five Board members, Wang Jun, Peng Yue, Liu Guoxin, Yang Qi, and Teng Hualiang stepped down. The five newly elected Board members were Fang Yingwu, Liu Zhi, Tao Zongwei, Wang Quanlu, and Xu Lei. They joined Lu Jian, Sun Wei, and Yu Lei to form the Year 2001/02 NACOTA Board.
On January 9, 2001, NACOTA held its annual meeting and annual reception. A few NACOTA members generously made donation to support the annual reception. They are Li Jing, Yu Lei, Yi Ping, and Lu Jian.

NACOTA’s first ICCTP (International Conference of Chinese Transportation Professionals) conference in Shanghai on July 16 and 17, 2001 marked a significant milestone for NACOTA’s continuing effort in assisting China’s transportation development. The conference was jointly organized by NACOTA, Tongji University, China Urban Transportation Planning Academic Committee, and China Road Transport Safety Association, and was attended by more than 100 delegates from China.
NACOTA was represented by 16 delegates. The conference featured 30 presentations covering ITS, safety, environmental issues, transportation investment, policies, and transportation development in Western China, among which 14 were made by NACOTA delegates.

2002
- 5th NACOTA Annual Technical Symposium (Joint with WCTA) & Annual Meeting

Joint with WCTA, NACOTA held 5th annual technical symposium during the TRB Annual Meeting. More than 200 Chinese transportation professionals around the world attended the conference.
During the conference NACOTA members elected their 4th board. The 4th BODs include Lei Yu, Qiuanlu Wang, Wei Sun, Zhi Liu, Hong Zhang, Qiong Shen, Jian (John) Lu, Yingwu Fang, Fang Zhao, Zongwei Tao and Lei Xu.
Dr. Lei Yu was elected as NACOTA President, and Mr. Zongwei Tao is Vice President.

Workshop on ITS and Highway Safety
International Workshop on ITS and Highway Safety — A Great SuccessMore than 70 traffic engineering professionals attended the 2002 Beijing ITS and Highway Safety Workshop, which was held in Beijing Polytechnic University on May 12-14, 2002. Organized by the NACOTA, Beijing Polytechnic University, Highway Safety Association of the Ministry of Public Safety of China, Beijing Transportation Professional Association, the workshop attracted traffic engineers from different provinces throughout China.
The workshop lasted three days with 8 technical presentations on topics in ITS applications and highway safety. The warm and interactive discussions between speakers and participants had truly made the workshop interesting and productive.
In addition to the technical presentations made by the NACOTA delegates, this workshop also provided an excellent opportunity for exchanging ideas among the delegates and attendees. The delegates from the NACOTA learned a great deal from the participants on the current status of urban traffic control and safety practices in China, which could greatly help us to better target the transportation problems in our presentations for the future meetings in China.

Jointly organized with Southeast University, the second NACOTA China conference (2nd ICCTP)was held at Southeast University (SEU) in Nanjing August 5-6, 2002.One hundred thirty five delegates from overseas and various parts and sectorsin China attended the conference. This year, NACOTA expanded its overseasrepresentation by including speakers from Hong Kong, Taiwan, Japan, Singapore,Great Britain, and Canada in addition to 12 speakers from the U.S.
The conference program addressed a wide range of issues related to urban and public transportation,transportation planning, ITS, transportation system management, and freightmodeling.

Jointly with WCTA again, NACOTA held 6th annual technical symposium along with its annual meeting during the TRB Annual Meeting.
The adjustment of NACOTA Board took place during NACOTA’s Annual Conference. The BOD include Yu Lei (Preisdent), Tao Zongwei, Zhao Fang, Xue Lei, Lu Jian, Zhang Zhonjie, Tao Ruihua, Wang, Feiyue, He Yanbin, Shen Qiong, Zhang Hong.
NACOTA decided to establish NACOTA Pavement Committee, with the members of Zhang Zhongjie (Chair), Chen Dahao, Wang Linbin, Da Songtao, Fang, Yingwu, Lu Jian.
NACOTA held its annual receiption on January 14th.

The First Sino-US International Conference on Pavement Technology was held at Shanghai Science and Technology Conference Center from November 11 to 15, 2003 in Shanghai. The North America Chinese Overseas Transportation Association (NACOTA), Shanghai Highway and Transportation Society (SHTS, www.shts.org), and Tongji University jointly sponsored and organized this conference. Approximately 60 people from the U.S., South Africa, and China attended the conference.

Jointly organized with Beijing Jiaotong University, the third NACOTA China conference (3rd ICCTP)was held at Beijing Jiaotong University in Shanghai December 11-13, 2003. Four hundred delegates from overseas and various parts and sectors in China attended the conference. 80 papers were presented.

- 1st NACOTA US-China International Conference on Pavement Rehabilitation & Maintenance

The first NACOTA US-China International Conference on Pavement Rehabilitation and Maintenance, which is the second NACOTA-China international conference on pavement, was held at Hefei, Anhui, China, June 28th -July 2nd, 2004. The conference was sponsored by North America China Overseas Transportation Association (NACOTA), Anhui Association of Public Roads, and supported by Anhui Bureau of Public Roads and Hefei Polytechnical University. The conference had the following events: 1) technical presentations; 2) field trips to project sites; and 3) panel discussion and suggestions for potential technical improvements.

The 4th International Conference of Chinese Transportation Professionals (ICCTP- 2004) was successfully held in Wuhan, China June 15-19th, 2004. This conference was organized by NACOTA and Wuhan University of Technology (WUT) and hosted by WUT. Continuing the success of the previous conferences, the 4th ICCTP conference has attracted more than 100 attendees, among them nearly 30 international transportation experts from North America, Japan, and Europe.
In addition to technical presentation sessions, this conference also had special sessions featuring more than a dozen extended presentations by experts from over-seas and China on various subjects. The panel sessions, held on the cruise ship, was a great stimulator and facilitator for attendees from different areas and with various research interests to exchange ideas and discuss transportation problems.

August 6-8, 2009, Harbin, China.
The 9th International Conference of Chinese Transportation Professionals (ICCTP 2009) jointly hosted by NACOTA and Harbin Institute of Technology (HIT). A total of 948 papers were received from authors of eight countries and regions, including Mainland China, Taiwan, the United States, Canada, United Kingdom, Germany, Japan, and Korea. All the papers published in the ICCTP 2009 proceedings have been included in the EI database.
During the ICCTP 2009, Deans’ Forum of Transportation Colleges in China (DFTC) was initiated and launched its first meeting. Deans from more than twenty transportation colleges attended the first forum, in which important issues in transportation engineering and education were identified. It has been decided that DFTC will be an annual event concurrent with ICCTP.

The 13th Annual NACOTA/WCTA Technical Symposium on Sustainable Transportation Development in China was successfully held in Washington DC by NACOTA and Washington D.C. Chinese Transportation Association (WCTA) in January 2010. This symposium attracted many high level speakers, including those from top research institutes in both China and the US and consulting firms.

The 10th International Conference of Chinese Transportation Professionals (ICCTP 2010) jointly hosted by COTA and Beijing University of Technology (BJUT) set a new record of attendance -- approximately 800 people attended ICCTP 2010. It is for the first time in COTA history to have a complete English track from the beginning to the end of the conference. Internationally recognized scholars, including Professor Michael Walton, member of the National Academy of Engineering in the US, Professor Markos Papageorgiou, chief editor for Transportation Research Part C, etc. delivered keynote speeches at the plenary session. Additionally, Mr. Ede Ljjasz, Sector Manager for Sustainable Development in China and Mongolia of World Bank and Ms. Marsha Anderson Bomar, president of ASCE T&DI gave important talks at the opening ceremony. Many well-recognized transportation professionals in China, including Professor Xiaoming Liu, Professor Wei Wang, Professor Haijun Huang, Mr. Xiaojing Wang, Mr. Lin Ma, etc. made great speeches at the conference. The 2010 Dean’s Forum of Transportation Colleges in China was held concurrent with ICCTP 2010. Deans from over thirty institutes in China participated in the forum and discussed important issues on transportation research and education. World Bank and COTA jointly hosted the First COTA-World Bank Forum on Urban Public Transportation during ICCTP 2010.
A total of 890 submissions were received from authors of seven countries and regions, including Mainland China, Taiwan, the United States, Canada, Germany, Singapore, and Korea. To ensure the quality of the ICCTP 2010 proceedings, rigorous technical evaluation and English editing efforts were made. As a result, only 443 papers were accepted for publication. All the papers published in the ASCE-sponsored ICCTP 2010 proceedings have been included in the EI database.
2011
- 14th COTA/WCTA Symposium & COTA Annual Meeting

COTA successfully organized its 14th Winter Symposium on January 23, 2011 concurrently with the Transportation Research Board Annual Meeting. The event took place in the Washington Hilton Hotel and Churchill Hotel at the heart of Washington, DC. More than 200 researchers, practitioners and government officials from China, United States, and other countries participated in this COTA symposium.
The theme of the symposium was “Transportation Operations and Planning in Mega-Regions”. The selection of this theme was driven by the growing number of megaregions in developing and developed counties and the associated transportation and sustainability challenges.
Following the technical presentations, a Government Forum was held. Panel members from federal, state, and local government agencies in the U.S. and from Chinese transportation institutions presented the state-of-the-art government practices, and engaged the audience members in a productive discussion to exchange ideas and to identified promising approaches for enhancing government efficiency and effectiveness.
At the end of the symposium, a special memorial event was held to cele-brate the life of Professor Fang Zhao, previous president of NACOTA, who passed away in December of 2010.
COTA BOD welcomed one new member, Dr. Jianming Ma., It was the fiest time in COTA/NACOTA history that the BOD election is via on-line E-Election system.

Special Task Force Meeting on June 4, 2011
Members Who Attended the Special Task Force Meeting on June 4, 2011
(from left to right: Heng Wei, Yafeng Yin, Clara Fang, Ken Yang, and Jason Wang)A special taskforce was established and pointed by COTA president, Dr. Yinhai Wang to bear the obligation for revising the ByLaw. The initial effort was led by Dr. Hongchao Liu and Kyle Liang. A substantial stride was made from the taskforce meeting that was held on June 4, 2011, in Hampton Inn & Suites near Washington-Dulles International Airport. At this meeting, several taskforce members, including Dr. Yafeng Yin, Dr. Clara Fang, Mr. Ken Yang, Mr. Jason Wang and Dr, Heng Wei met together to have intensive discussions on the ByLaw issues. This meeting was organized and coordinated by Dr. Heng Wei and Dr. Yinhai Wang. As a result, significant changes were identified, and then after several rounds of internal reviews and modifications, the final review version was generated.
Later, the new ByLaw became effective and implemented immediately after it was officially approved by the COTA Board of Directors and Advisory Board.“By-law revision is the greatest deal for COTA. The golden summer in Stockholm witnessed the launch of the Chinese Overseas Transportation As-sociation (COTA) - Europe on June 29th 2011. It was the sixth International Symposium on Highway Ca-pacity and Quality of Services (ISHC 2011) that gathered COTA general president Yinhai Wang, Ning Wu (Germany), Ronghui Liu (UK), Qi Yang (Caliper), Jian Rong (BJUT) , Zong Tian (US), Scott Washburn (US) and Xiaoliang Ma (Sweden) in a joint dinner meeting. The meeting led to the formal estab-lishment of COTA-Europe with an initial leadership group: Ning Wu, Professor at Ruhr-University Bo-chum, Germany, serves as the president of COTA-Europe; Ronghui Liu, Associate professor at the Uni-versity of Leeds, UK, serves as the vice president of COTA-Europe; Xiaoliang Ma, Assistant Professor at the Royal Institute of Technology, Sweden, serves as the secretary of COTA-Europe.

ICCTP becomes CICTP (COTA Internaltional Conference of Transportation Professionals)
COTA has decided to change the name of the “International Conference of Chinese Transportation Profession-als” (ICCTP) to “COTA International Conference of Transportation Professionals” (CICTP). The new name will be effective at the conference in summer 2012.

The 11th International Conference of Chinese Transportation Professionals (ICCTP 2011) will be held at the International Conference Hotel Nanjing, Nanjing, China from August 14 to 17, 2011. The conference is jointly organized by the Chinese Overseas Transportation Association (COTA) and Southeast University, in sponsorship with the Transportation and Development Institute (T&DI) of American Society of Civil Engineers (ASCE), and National Natural Science Foundation of China (NSFC).
The proceedings contains 434 contributions selected for presentation in ICCTP2011, following a rigorous two-stage review process, firstly of abstracts and then of full papers. Special thanks are due to all area editors and English editing chairs, who have done an excellent and diligent job in organizing the reviews and the English editing work. Our particular appreciation is extended to the referees who have contributed their considerable time and effort to review about 1,000 abstracts and 550 full papers. Their task was essential in ensuring the high quality of the conference.

- 15th COTA/WTCA Annual Symposium

COTA successfully organized its 14th Winter Symposium on January 22, 2012 concurrently with the Transportation Research Board Annual Meeting.
The theme of the 15th COTA/WCTA annual symposium is “Towards Sustainable Transportation and Development: Polices, Technologies, and Implementations.” The primary goal of this symposium was to gather the internationally recognized experts and scholars who have rich applied research and practical experiences in sustainability development. Among the 34 abstracts received, 18 presentations were scheduled in five technical sessions, covering sustainable pavement, alternative energy and transportation, recent advances on Intelligent Transportation Systems, and other current issues in sustainable transportation. Among the 18 speakers, five of them came from academia in China and others from academia or government agencies in the U.S. They addressed their in-depth understanding and shared state-of-the-art/practice development of applicable policies, planning strategies, and proven technologies towards sustainable transportation. In addition, a COTA/World Bank panel, composed with transportation specialists from World Bank and professors from academia, was arranged for discussing the implementations of Integrated Corridor Management in China. The audience of symposium is accounted as about 90 person-times.
COTA members elected new BOD that included the members of Heng Wei (President), Yinhai Wang (Immediate Past President), Yafeng Yin (Vice President), Fang Fang (Vice President), Lei Zhang, Yu Zhang, Jingming Ma, Henry Liu, Hubo Cai, Qingyan (Ken) Yang, Jinghui Wang.
COTA held its annual receiption at the night of January 24th.

The 12th COTA International Conference of Transportation Professionals (CICTP 2012) was held at Beijing, China from August 3 to 6, 2012. The conference is jointly organized by Beihang University, China National ITS Center at Research Institute of Highway affiliated with China Ministry of Transport, Chinese Overseas Transportation Association (COTA), and the Transportation and Development Institute (T&DI) of American Society of Civil Engineers (ASCE).
The theme for this years conference is “Convenient, Safe, Cost-Effective and Efficient Multimodal Transportation.” The CICTP 2012 Executive and Organizing Committee has completed the rigorous two-stage reviews and have accepted 370 full papers to be included in the conference proceedings. The accepted papers address a wide range of topics covering all aspects of transportation infrastructure, organized into eleven focus areas. In addition to technical sessions and features sessions as a tradition inherited from previous ICCTP series, the CICTP 2012 incorporates several exciting new elements in addition to the inherited tradition.

2013 COTA Winter Symposium, i.e., the 16th COTA Annual Symposium on Sustainable Transportation and Development in China, was successfully held on January 13, 2013, in conjunc-tion with the 2013 TRB Annual Conference in Omni Shoreham (one of the TRB conference ho-tels) in Washington DC. More than 80 transportation professionals attended the symposium. Some scholars from China and the U.S. presented their most up-to-date research in various transporta-tion areas, including transportation planning, transportation management and operations, traffic safety, and so on.

The conference was jointly organized by COTA, Tsinghua University, Shenzhen University, Tsinghua-Daimler Center for Sustainable Transportation Research and Unihz Technologies Corporation-Shenzhen. In addition, substantial support was received from various profession-al organizations internationally, including Transportation Research Board (TRB) Committees, Elsevier, Institute of Transportation Engineers (ITE), Beijing E-Hualu Info Technology Corporation, Ltd., etc.
With more than 500 submitted papers, more than 50 presentation sessions, and various workshops, CICTP 2013 covered virtually all important transportation topics such as advanced technology applications, direction of transportation development, transportation research and education trends, under the conference theme of “Intelligent and Integrated Sustainable Multimodal Transportation”.
Session highlights include 14 technical spotlight sessions, 5 COTA-invited international expert sessions, 4 invited Chinese expert sessions, 4 featured research workshops, the 2nd TRB Committee Chair Forum, the 3rd Government Forum, the 4th COTA-World Bank China Transport Forum, the 5th Deans’ Forum for Chinese Transportation Schools, and the 1st Industry Forum.

COTA Annual Receiption 20142014 COTA Winter Symposium, i.e., the 17th COTA Annual Symposium on Transportation in the Context of Rapid Urbanization was successfully held on January 12, 2014, in conjunction with the 2014 TRB Annual Conference in Hilton (one of the TRB conference hotels) in Washington DC.
Twelve speakers from China and the U.S. presented their most up-to-date research in various transportation areas, including transportation planning, transportation management and operations, traffic safety, and so on. More than 100 transportation professionals attended the symposium. The presentations and the panel discussion were well received by the audience.
The Board of Directors (BOD) of Chinese Overseas Transportation Association (COTA) renewed five positions in 2014, including one Student Member position. Dr. Haizhong Wang, Dr. Xiaokun Wang, Dr. Shanjiang Zhu, and Dr. Lei Zhang were elected as new BOD members; and Ms. Yi Liu was elected as the student BOD member.

- COTA launches Asia-Pacific Chapter

Launched in February 2014, COTA Asia-Pacific Chapter aims at serving as a platform to
Establish and enhance linkages among Chinese transportation professionals in the Asia Pacific region;
Promote collaboration between Chinese transportation professionals in the region and their counterparts in China;
Assist in linking Chinese transportation professionals in the region to the other members of COTA
Also, COTA Asia-Pacific chapter will collaborate with the regional transportation research societies such as Eastern Asia Society for Transportation Studies (EASTS) to promote transportation research and development.
